Colorado fire devastation 'heartbreaking,' Obama says

President Barack Obama toured a devastated neighborhood in Colorado Springs, Colo., on Friday, praising the courage of fire crews and calling it heartbreaking to see so many homes destroyed.

Obama toured the Mountain Shadows subdivision, which saw the worst damage, stopping at times to talk to fire crews.

"This has been a devastating early fire season for Colorado," he told reporters with him, and "heartbreaking for these families" who lost their homes.

Obama earlier signed a federal disaster order to release more resources.

Lighter winds and lower temperatures Friday were helping crews contain the fire, which became the most destructive in Colorado history by consuming 347 homes.

The progress was tempered by the fact that bone-dry conditions and high temperatures across the West continue as summer gets started.

In the Rockies region alone, 32 new fires, two of them large, were reported Thursday, the National Interagency Fire Center said in its daily report.

Moreover, the 1-5 scale used by the center to rate fire danger and preparedness was raised from 3 to 4.

This makes for only the third time in the last 20 years the nation has reached this level by late June, the Associated Press reported. The others were in 2008 and 2002, another highly destructive year for wildfires in Colorado and the Southwest.

"This is one of the busier Junes we've had in quite a while," Kari Boyd-Peak, a NIFC spokeswoman, told the AP.

While all resources requested are currently being provided, she said, shortages can't be ruled out if the weather doesn't cooperate. "If conditions stay this way, and we get more fires, and these get worse, we could get to that point soon," she said.

Of roughly 15,000 firefighting personnel nationwide, more than 8,800 have been deployed.

In Colorado Springs, where more than 1,000 crews are deployed, a preliminary report indicates that 347 homes were destroyed by the Waldo Canyon fire, Mayor Steve Bach said Thursday. The count isn't final and the numbers may change.

The fire is now 15 percent contained and the cause hasn't been determined, though investigators are looking into whether it was lightning, an accident or arson.

Late Thursday night, a body was found in the debris of a burned-out home in the area, marking the first fatality from the blaze.

Western wildfires seen from space

Police Chief Pete Carey said the remains were found in a home where two people had been reported missing, the Associated Press reported. Neither the victim nor the missing person has been identified.

Earlier Thursday, Bach toured the heavily damaged Mountain Shadows subdivision.

"There was nothing left in some areas -- burned out foundations that were smoldering. It looked like a nuclear weapon had been dropped. It's as close to hell as I could imagine," Bach said after the morning tour.

On Wednesday, mandatory evacuations were ordered for the 3,000 people in the town of Crystola and part of Woodland Park after more than 32,000 people had to flee on Tuesday.

Those evacuation orders came as the fire moved down a ridge toward those homes, the Gazette reported, citing communications from an emergency services scanner. "It's huge," said the voice over the scanner. "I would estimate two-three miles in width."

Tuesday night, the community of Mountain Shadows appeared to be enveloped in an orange glow.

Nationwide, 47 large, active wildfires were being fought Friday. The bulk of them were in 10 western states: Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, South Dakota, Utah and Wyoming.

Colorado's second most-destructive blaze is the 136-square-mile High Park Fire, which? destroyed 257 homes and killed one woman.

Triggered by lightning on June 9, it is nearly fully contained and about 1,900 people were allowed back into their homes on Thursday.

In De Beque, western Colorado, 50 people evacuated Thursday as a 15-square-mile blaze threatened to cross Interstate 70. A 13-mile stretch was closed overnight and intermittent closures were expected throughout Friday.

The number of fires and acreage burned nationwide is still below the 10-year average, but that gap has been narrowing in recent weeks.

Reports from other wildfires:

  • In Montana, eight separate fires have leveled close to 100 homes and other structures. The biggest losses were near Roundup, where 64 buildings, half of them homes, were destroyed. Hundreds of people were evacuated.
  • In Utah, one fire destroyed at least 56 structures and continues to burn with just 20 percent containment. A smaller fire near St. George forced some residents to evacuate. Now 60 percent contained, the fire was burning about three miles north of Zion National Park. At least eight structures were destroyed.
  • In Wyoming, a wildfire in the Bridger-Teton National Forest has grown to nearly 36 square miles.

(AP) ? The Muslim Brotherhood victory in Egyptian presidential elections, announced Sunday, has raised fears in Israel that its strategic 1979 peace agreement with its southern neighbor could be in danger.

In contrast, in the Hamas-ruled Gaza Strip, ecstatic residents flocked into the streets, fired guns in the air and handed out candy in celebration.

Israel's peace agreement with Egypt, its first with an Arab country, is a cornerstone of Israeli security. The agreement ended decades of hostilities, with to five wars and thousands of deaths.

While relations have never been warm, Egypt has upheld the deal, keeping its bordering Sinai peninsula largely demilitarized, allowing the Israeli military to focus on other hostile borders with the Palestinians, Syria and Lebanon.

In a statement, Israeli Prime Minister Benjamin Netanyahu said he respected the results of Egypt's democratic process and hoped the peace agreement would remain intact.

"Israel expects to continue cooperation with the Egyptian government on the basis of the peace agreement between the two countries, which is of interest to the two peoples and contributes to regional stability," he said.

With the Egyptian military still the ultimate power in Egypt, senior Israeli defense officials who maintain contacts with Egypt said Sunday that they do not expect any immediate changes in relations. Over the long term, they warned, the Brotherhood may seek to cancel the peace agreement. The officials spoke on condition of anonymity because they were discussing a sensitive security assessment.

The Muslim Brotherhood, founded in Egypt in 1928, is a pan-Arabic movement that favors creation of a Muslim state that encompasses the entire Middle East. It has never given up that goal, but as it gains official power in Egypt, winning parliamentary elections and now the presidency, it has indicated pragmatic willingness to accept the existence of Israel.

Addressing his nation Sunday evening, Morsi declared he had a "message of peace. We will respect all international agreements," he said, without mentioning Israel.

Although some Brotherhood leaders have said they will never meet with an Israeli official, they have been careful to say they would not cancel the treaty. Like many other Egyptians, they favor amendments ? primarily to allow more Egyptian troops into the Sinai. Israel has already permitted an increase of troops there, demanding that Egypt bring violent extremists under control.

Armed gangs are believed to control wide swaths of territory, smugglers have helped thousands of African migrant workers sneak into Israel and various Arab militant groups, some believed to have ties to al-Qaida, operate freely.

Eli Shaked, a former Israeli ambassador to Egypt, said the Egyptians would "have a lot to lose" if they canceled the peace, including Western investment and billions of dollars in U.S. aid. Even so, he warned, the treaty was not safe.

In the Gaza Strip, tens of thousands of joyous Palestinians took to the streets across the territory after the result was announced.

Gunmen fired automatic weapons in the air, and mosque loudspeakers reverberated with prayers. Some revelers handed out candy on street corners.

The celebrations were marred when one person was killed and six others wounded by celebratory gunfire.

Hamas is an offshoot of the Muslim Brotherhood. The Brotherhood's ascent to power in Egypt has raised hopes that Gaza's relations with its powerful southern neighbor will improve.

"Today is new era for us in Gaza. The days of suffering due to the Egyptian authorities are over, said Rawhi Talab, 51, a food store owner.

Hamas leader Mahmoud Zahar told a rally in downtown Gaza that "the heart of Jerusalem has started to beat again," adding, "We are not asking Egypt to fight on our behalf." Hamas does not recognize Israel.

Mubarak collaborated with Israel in a blockade of Gaza. The blockade, first imposed after Hamas-linked gunmen captured an Israeli soldier in 2006, was tightened the following year when Hamas violently seized power in the seaside strip.

Israel said the blockade was needed to prevent arms shipments to Hamas. Under heavy international pressure, Israel lifted some limits two years ago and Egypt eased travel restrictions after Mubarak's ouster.

Morsi has not yet said what plans he has for dealing with Gaza, which shares a 15-kilometer (nine-mile) border with Egypt, which ruled Gaza from 1948 to 1967.

Hamas Prime Minister Ismail Haniyeh phoned Morsi to congratulate him on becoming Egypt's first Islamist president. "This is a victory for all Arabs and Muslims, and this is God's promise to his believers," the Hamas leader said.

Palestinian President Mahmoud Abbas, a secular leader who governs in the West Bank, also congratulated Morsi. "The president expressed his respect for the choice of the great Egyptian people," according to a statement from the official Wafa news agency.

The leaders of Kuwait and Bahrain sent cables to Morsi congratulating him, according to statements carried by their official news agencies.

Team Canada looks to young players to carry torch

For longtime fans of the Canadian Open ? and its predecessor, the Canada Cup ? the names of national players blasted over the Softball City P.A. system were familiar ones.

In left-field and batting leadoff for Team Canada, Melanie Matthews; at second base, Kristy Odamura; at catcher, Erin Cumpstone; playing first base, Sheena Lawrick?

All were longtime fixtures in the Canadian lineup ? and some still are.

But now, a new wave of young stars is set to take centre stage when the team hits the field this weekend in South Surrey. And helping lead the youth movement are former White Rock Renegades pitchers Jocelyn Cater and Marina Demore.

Demore, who just completed her junior season at Oregon State University, and Cater, who doesn't even turn 18 until later this summer, will both be in the lineup after making the cut at a tryout camp in Oklahoma City earlier this week; the camp was followed by the World Cup of Softball.

"It's a really great experience," said Demore, who won the Canada Cup's Showcase Division as a 15-year-old with the Vancouver Wildcats.

"I used to watch this team play when I was little, and now to be playing with them, and to be a part of it, is pretty cool."

Demore didn't play for Canada at last year's event, choosing instead to return to Oregon State for the summer, but she first donned the Maple Leaf jersey at Softball City in 2010, pitching a handful of innings for Canada.

"My first game, I think it was against USA Elite, and I got thrown in for an inning or two. I was really nervous, but it was exciting," she recalled.

"That gave me a lot of confidence, and make me realize I could compete with anybody. I was out there against the best, so now, this year, I have a little bit different mindset.

"I'm definitely a lot more calm now. I've been put in big situations before, at college."

Cater, too, made a good first impression. Last year, at just 16 years old, she became the youngest player to ever suit up for Canada's national squad, when she pitched two innings against high-powered Australia. She did not allow a hit, struck out a pair, and was credited with the win.

And this year, the Maple Ridge native ? who will pitch next year at the University of Washington ? is looking to improve on that performance.

"This year, I have a more mental attitude. Last year, I just threw the ball,? said Cater, a student at North Delta?s Seaquam Secondary. ?I?m more positional with my throws, I watch the batters and see where they like to stand in the box, and study what pitches the left-handed hitters struggle with."

Batters struggled with her fastball a year ago, but she is relying on more than just her speed this season.

?I?ve developed a drop-ball/change-up,? she said earlier this month, before accompanying Team Canada to Oklahoma.

?It?s about 10 miles an hour slower than my fastball, which is good because you have to slow your pitches down every now and then.?

And while the summer is a whirlwind of travel ? from Oklahoma to South Surrey, and later this summer to Whitehorse for the women's world fastpitch championships July 12-22 ? Cater, like Demore, is excited to play in front of family and friends at the Canadian Open.

"Playing at home is so much better, you see people you know in the stands and they support our team,? she said. ?I watched the Canada Cup? when I was a kid, so I always wanted to play in a tournament like this.?

And while Cater and Demore are likely to be relied upon more heavily than in their rookie seasons with the national program, both still rely on the steadying influence of the team's veterans when it comes time to play big games. If she ever finds the nerves getting the best of her in the pitcher's circle, Demore, for example, thinks back to one of the nuggets of advice Cumpstone ? Canada's longtime catcher ? once gave her.

"She just told me to go out there and relax, and have fun. It's not any different ? it's still just a game."

Euro's big four seek way out of crisis in Rome

ROME (Reuters) - The leaders of Germany, France, Italy and Spain will try to find common ground in Rome on Friday to restore confidence in the euro zone ahead of a full EU summit next week, which Italy's prime minister called a defining moment.

Dangerously high borrowing costs for Spain and Italy have eased a little on market hopes for policy initiatives at the Brussels summit on June 28/29. If it falls short, both countries may be pushed closer to eventually needing sovereign bailouts.

Without a successful summit, "there would be progressively greater speculative attacks on individual countries, with harassment of the weaker countries," Italy's Mario Monti said in an interview carried in a number of European newspapers ahead of the mini-summit, at which German Chancellor Angela Merkel is likely to be outnumbered.

"A large part of Europe would find itself having to continue to put up with very high interest rates that would then impact on the states and also indirectly on firms. This is the direct opposite of what is needed for economic growth," Monti said.

Friday's meeting will search for ways to achieve fiscal and banking union in the euro zone and, more urgently, it may also be the occasion for Spain to formally request assistance of up to 100 billion euros for its struggling banks.

An audit released on Thursday found Spanish banks would need up to 62 billion euros in extra capital to weather adverse circumstances.

Merkel is expected to resist any pressure from Monti, French President Francois Hollande and Spanish Prime Minister Mariano Rajoy for less stringent euro zone fiscal policies or the issuance of common euro zone bonds.

After a meeting of euro zone finance ministers late on Thursday, IMF chief Christine Lagarde demanded rapid progress on a number of other fronts, raising the heat on Merkel.

Lagarde said a banking union was a top priority, alongside fiscal union and the principle of mutualising debt. Germany refuses to countenance common bond issuance and will not soften until economic union is complete. It is also opposed to the early introduction of a bloc-wide bank deposit guarantee scheme.

While Spain's needs are most pressing - its medium term borrowing costs hit a euro era high at auction on Thursday - the political stakes may be higher for Italy's unelected technocrat prime minister, Mario Monti.

With his popularity sinking, the parties that back Monti in parliament are increasingly reluctant to support his reform proposals at home, but demand he get results in the European arena to ease the pressure on Italy's recession-bound economy.

"Monti knows he has to get his ducks in a row on the European side so he can tell the parties that he's sorted that part out, and now it's their turn to help sort out Italy," said James Walston, politics professor at the American University in Rome.

"Friday's summit is important for Monti in symbolic terms because it shows Italians that he is centre-stage."

Though hugely popular when he came to office in November, his approval rating has halved as tax hikes and pension cuts exacerbated an already severe recession, and his labor reform estranged both unions and the business establishment.

But for the markets, Monti remains the man most likely to tackle Italy's debt mountain and uncompetitiveness. If he comes under serious threat, Italy could quickly supplant Spain as the euro zone's main flashpoint.

BERLUSCONI MOVE

Monti's hand was weakened by comments on Wednesday by his predecessor, Silvio Berlusconi, who said the prospect of Italy quitting the euro was "not blasphemy" and that he failed to understand why it would hurt Italy's economy.

Berlusconi's People of Freedom party is one of the two main groups that guarantee Monti a majority in parliament.

"The best that Monti and Rajoy will get from Merkel at this meeting is talk," said Nicholas Spiro of Spiro Sovereign Strategy.

However, with 10-year Spanish bond yields having already fallen by more than 0.7 percentage points from recent highs, he said that ahead of next week's summit even vaguely supportive comments from Merkel may be enough to underpin the market.

The two hour meeting will start at 0800 EDT. It will be followed by a joint news conference by the four leaders. No joint statement is expected.

Monti, who presents himself as a mediator between France and Germany, has insisted for months that the euro zone must temper the German-led austerity drive with measures to foster growth.

That position is shared by Hollande and Rajoy, but when the Italian leader has tried to transform his pro-growth rhetoric into policy prescriptions for the euro zone his ideas have generally met a cool response from Merkel.

He proposed on the sidelines of this week's G20 summit using the euro zone's rescue funds to buy the bonds of Spain and Italy in the secondary market to bring down their borrowing costs.

Monti will raise it again in Rome.

Spain's Foreign Minister Jos? Manuel Garcia-Margallo called the idea "intelligent", but Merkel played down the plan, which investors said might be counter-productive unless the European Central Bank stepped in decisively in support.

Other proposals from Monti, such as stripping some forms of public investment from budget deficit calculations, or commonly issued euro zone bonds, are also broadly supported by France and Spain but opposed by Germany, at least for now.

Flint tops list of America's most dangerous cities

With a 32.3 percent poverty rate and nearly 20 percent unemployment, Detroit also has the second-highest violent crime rate in the country.

?This week, the FBI announced that violent crime dropped 4 percent in 2011, compared to a 5.5 percent drop in 2010. Nationally, the murder rate fell 1.9 percent from 2010, and robbery, forcible rape and assault fell 4 percent each. However, among the cities with the highest violent crimes rates, the trend is not entirely positive.

A 24/7 Wall St. review of 2011 FBI crime data shows that violent crime rose in more than half of the cities that have among the highest rates in the country. In seven of the 10 cities, murder rates increased. In eight of the 10, burglary went up.

Strained budgets are forcing police layoffs that many cities can?t afford to make. More than half of local police departments that responded to a national survey reported cuts in the 2011 fiscal year, according to the Police Executive Research Forum, an organization of police executives from across the country. Many are cutting police forces through planned layoffs and attrition.

More than half of the cities with the highest violent crime rates are cutting law enforcement budgets and police forces as well. However, unlike the national picture, the situation is worse for these cities, which depend on tax bases that are shrinking faster than most.

The cities with the highest crime rates tend to have particularly high poverty rates, high unemployment and low median income. Two of the worst-off cities, Flint and Detroit, Mich., both have had well-publicized budget woes. Flint was taken over by an emergency city manager after failing to pay its bills in 2011. Detroit is facing similar budget problems and recently came to a temporary oversight agreement with the ?state.

While the Police Executive Research Forum notes that budget cuts appear to be slowing in police departments in the United States, most departments are still cutting. According to the group?s April report on local police budgets, this includes many of the cities on this list.

Oakland, Calif., cut its budget by 7 percent in the current fiscal year, with an additional 5 percent cut on the way, according to PERF. In the past two years, the city lost 80 police officers to layoffs and another 108 to attrition. This occurred despite increases in both violent and property crime in 2011.

Similarly, while the Detroit Police Department reported no cuts for fiscal year 2012, the city is planning a 15 percent cut next year. Detroit also has one of the highest crime rates in the country.

On its website, the FBI cautions against using crime data to compare city violence because rankings tend to be simplistic and ignore factors that influence crime, as well as the different ways crimes are measured and reported. ?Data users should not rank locales because there are many factors that cause the nature and type of crime to vary from place to place,? the FBI warns.

Congressional Quarterly,?which publishes and analyzes FBI crime statistics each year, referred to crime rate in terms of the ?safest? and ?most dangerous? cities. However, the publication recently dropped the terms ?safe? and ?dangerous? due to the concerns of criminologists, Rachel Boba Santos,?professor of criminology at Florida Atlantic University who wrote the introduction to the Congressional Quarterly Report,?told 24/7 Wall St.

Despite these objections, Santos said the data is useful to get a feel for the needs of a particular community and to look at a specific city?s trends on a year-over-year basis. She said the data also is used at the federal level to determine funding resources for different communities, comparing crime rates.

Based on the FBI?s Uniform Crime Report, 24/7 Wall St. identified the 10 U.S. cities with populations of 100,000 or more with the highest rates of violent crime per 1,000 residents. Using the estimated populations and crime incidents from UCR, which measures incidents of eight types of violent and nonviolent crime for 2011, 24/7 Wall St. calculated the incidence of the four types of violent crime per 1,000 persons for that year: murder, forcible rape, robbery and aggravated assault. In addition to crime data, 24/7 Wall St. reviewed median income and poverty rates for these cities from the U.S. Census Bureau for 2010, the most recent available year. We also included average 2011 unemployment rates for these cities, provided by the Bureau of Labor Statistics.

These are the 10 cities with the highest rates of violent crime.

1. Flint, Mich.

  • ?Violent crimes per 1,000: 23.4
  • ?Population: 102,357
  • ?2011 murders: 52
  • ?Median income: $22,672
  • ?Unemployment rate: 18.9 percent

According to the FBI examined, no city with more than 100,000 residents had a higher violent crime rate than Flint. In 2011, there were 2,392 incidents of violent crime in Flint, which has a population just above 100,000. That same year, there were just 1,246 violent crimes in all 10 of the safest cities in America -- which have 13 times as many residents as Flint among them. Flint has the second-highest murder rate and the highest rates of aggravated assault, burglary and arson in the nation. According to Flint Mayor Dayne Walling: ?there are too many guns on the street and it?s easy for individuals with evil motives to take another human being?s life.? Though the violent crime has long been a problem in Flint, in 2010 the city laid off 20 of its 140 police officers, a decision that diminished both the police?s street presence and response times to crime.

2. Detroit, Mich.

  • ?Unemployment rate: 19.9 percent

Long regarded as one of the poorest cities in the U.S., with a 32.3 percent poverty rate and nearly 20 percent unemployment in 2010, Detroit has the second-highest violent crime rate in the country. Homicide increased by 11 percent in 2011, while robbery and aggravated assault are fourth and second highest in the country, respectively. Nonviolent crime is also an issue, with burglary, motor vehicle theft and arson rates in the top 10 rankings in the country.?In response to an 18 percent decrease in the Detroit police budget, which will result in the elimination of 380 positions through attrition and early retirement, the city has begun taking steps to decrease police funding by introducing ?Virtual Precincts.? The plan, which closes police stations between 4 p.m. and 8 a.m, requires citizens to report non-emergency crime to a call center, and frees up more patrol officers to respond to 911 emergency calls.

3. St. Louis, Mo.

  • ?Median income: $32,688
  • ?Unemployment rate: 11.7 percent

Although the total number of murders in the city has decreased by 31 since 2010, crime in St. Louis did not improve overall last year. Violent crime rates in St. Louis have risen dramatically, from 17.5 to 18.6 cases per 1,000 people. And the city?s murder rate is still the fourth highest in the nation, its robbery rate is the fifth highest in the nation and its aggravated assault rate is third-highest in the nation. Despite these troubling facts, the St. Louis Police Department recently faced potentially drastic budget cuts that may require the elimination of 100 street-patrolling officer positions through attrition.

4. Oakland, Calif.

Oakland historically has been among the most crime-ridden cities in California, with a violent crime rate this year of 16.8 per 1,000 people. There were 14 more murders in 2011 than in 2010, causing Oakland to maintain the ninth-highest murder rate in the country two years in a row. Oakland is the number one city for both robbery and motor vehicle theft rates in the country. Oakland city councilmember Desley Brooks, who wants to allocate $11 million in revenue to the police force, acknowledges the increased violent crime, saying, ?we cannot ignore that we have had an increase in violent crime, and so we cannot continue to do the same thing the same way and expect that it?s going to be a different result.?

5. Memphis, Tenn.

  • ?2011 murders: 117
  • ?Median income: $37,045
  • ?Unemployment rate: 11.1 percent

In 2011, Memphis defied the national trend of declining crime rates in major U.S. cities. The rate of violent crimes per 1,000 people increased, from 15.4 to 15.8. This was the product of increases in murders, which rose from 89 to 117, and aggravated assault incidents, which rose by 100 cases. A rising unemployment rate, which grew 1.2 percent to 11.1 percent in 2011, likely has not helped to reduce criminal behavior. With a current budget deficit of $45 million, Mayor Wharton says he may need to consider ?taking boots off the street,? by laying off members of the police force in the near future.

(AP) ? International Olympic officials have opened a high-level investigation into allegations that authorized representatives in more than 50 countries ? including a national Olympic committee ? were involved in selling London Olympics tickets on the black market for profit.

The International Olympic Committee convened an emergency session Saturday to discuss a dossier of evidence presented to it by Britain's Sunday Times. The newspaper published an investigation Sunday claiming that officials have been offering tickets for the July 27-Aug. 12 London games, including highly sought-after events such as the men's 100-meter final, at vastly inflated prices.

One of the most damaging allegations was against Spyros Capralos, the Greek Olympic Committee president and top organizer for the 2004 Athens Olympics.

He was quoted as saying he had "pulled strings" with London organizing chairman Sebastian Coe to obtain an extra batch of premium tickets for official agents in Greece, on the pretext that demand in his country had outstripped expectations.

The paper said Capralos acknowledged in talks with its undercover reporters that demand had actually been very low and that many of the tickets were subsequently sold to people outside Greece for profit.

The London organizing committee said Capralos' alleged boasts of discussions with Coe were untrue. Coe had told the Greek Olympic Committee that tickets were allocated in accordance with IOC ticketing policies, it said.

"There was no further contact ? either formal or informal ? on this subject," it said in a statement.

Capralos was not immediately available for comment. A Greek Olympic Committee official, speaking on condition of anonymity because of the ongoing investigation, denied that anything untoward had taken place.

At issue are ticket allocations given to each of the 205 national Olympic committees to sell in their home countries. The committees appoint an organization within their countries to sell the tickets, a process meant to ensure equity.

IOC rules forbid national committees from selling tickets abroad, inflating ticket prices or selling tickets to unauthorized resellers.

But the Sunday Times said its undercover reporters, who posed as illegal ticket-sellers acting for clients in the Middle East, caught officials red-handed. It said it has presented the IOC with a dossier of evidence on 27 officials controlling the tickets for 54 countries.

The paper even posted on its website videos of its reporters' negotiations with Capralos and some of the agents. They include official ticket agents in Serbia, Lithuania and China, who offered to sell the undercover reporters premium tickets for up to 6,000 British pounds ($9,407) each.

Official ticket prices for the games range from 20.12 pounds to 2,012 pounds.

One of those accused of falling for the newspaper's ruse was former Olympic swimmer Yoav Bruck, who is authorized to sell tickets in Israel and Cyprus. He denied allegations that he offered the Sunday Times reporters the best seats to the 100 final.

"The report is swamped with untruths, lies and inventions that cries to the heavens," he told Israel's Channel 2 TV. "I am saying that we are clean ... we are not selling anything we are not allowed to."

The report also alleged that Greg Harney, an executive at travel company Cartan Tours and a former top official at the U.S. Olympic Committee, told the undercover reporters how to conceal an illegal ticket sale.

The IOC said in a statement on its website that it "takes these allegations very seriously and has immediately taken the first steps to investigate."

The report was the latest in a string of similar allegations. In May, a top Ukrainian Olympic official resigned following allegations that he offered to sell thousands of dollars' worth of tickets for the London Games on the black market.

Volodymyr Gerashchenko, secretary general of Ukraine's national Olympic committee, was accused in a BBC television report of telling an undercover reporter posing as an unauthorized dealer that he was willing to sell up to 100 tickets for cash.

Ticketing problems have plagued London's organizers for months, with many people in Britain complaining about the official website's intractable computer problems and its inability to cope with huge demand.

Many Britons have been frustrated that they couldn't attend an event that is costing the nation 9.3 billion pounds ($14.6 billion) to hose, and ticketing problems have prompted some London officials to demand more transparency on how the tickets were allocated.

Organizers had promised a full accounting once the games are done, but members of the London Assembly, a public watchdog group, have been demanding an accounting of how many tickets have been sold so far and at what price. Critics of the London organizers believe a disproportionate number of tickets have been sold in higher price brackets.

The issue is now in the hands of the IOC ethics commission, which investigates and makes recommendations to the ruling executive board. The IOC has asked the British newspaper to supply all the evidence from its undercover probe.

The IOC is not expected to complete its full investigation until after the London Olympics, but the committee could provisionally take action against certain individuals before the games. Officials could be suspended and barred from attending the Olympics, sanctions which the IOC has taken in previous ethics cases.

In addition, the IOC is considering suspending the ticket sales process for the 2014 Winter Olympics in Sochi, Russia, until the current investigation is completed, a senior IOC official told The Associated Press. The official spoke on condition of anonymity because he was not authorized to discuss the matter publicly.

$2 billion Mexico resort shelved over feared impacts

A Spanish developer said it would go back to the drawing board after Mexican President Felipe Calderon on Friday canceled a $2 billion tourist development in Baja California, bowing to opposition by environmentalists that said the plan was a threat to a nearby coral reef.

Planned by Hansa Urbana, the Cabo Cortes project was to have included lots for 15 hotels, golf courses, a large marina and an airstrip on the southeastern tip of Baja.

But the proposed project is only 6 miles from the Cabo Pulmo National Marine Park and its renowned coral reef system.

"The Cabo Cortes project will not be carried out," Calderon said, citing its uncertain environmental impact. He pledged to help investors develop a sustainable new project in its place.

Hansa Urbana said it plans to submit a revised proposal that would strike a balance between economic development and "environmental sustainability." It did not provide a timetable.

Hansa's original proposal envisioned a 10,000-acre development covering a picturesque landscape of white sand beaches edged by mountains and desert about an hour's drive from the Los Cabos International Airport.

The Environment Ministry first approved the project in 2008 and Calderon's announcement caps years of legal battles over permits that were granted and then revoked due to environmental concerns.

The decision by Calderon, who hosts a summit of leaders from the Group of 20 economies in Los Cabos on Monday, was hailed by environmental groups that have campaigned against Cabo Cortes.

"We consider it a great achievement for all the citizens who voted for the conservation of Cabo Pulmo," said Alejandro Olivera of Greenpeace Mexico.

Calderon, a conservative, is in his final year as president and legally barred from seeking re-election. The fate of any new development likely will fall to his successor.

Euro crisis far from over, stock analysts warn

(AP) ? A slim victory for the main conservative party in an election in Greece should relax fears that a country will stop using the euro for the first time and possibly unleash global financial turmoil.

But when it comes to Greek politics ? and European economic policy ? it's never that easy. So the bumpy ride for financial markets isn't over yet.

The conservative New Democracy party, which supports a bailout agreement Greece agreed to earlier this year, appeared to win enough votes Sunday to form a ruling coalition with another pro-bailout party.

The result forestalled what financial analysts had most feared ? a victory for Syriza, a leftist party that objects to the bailout terms. That could have sped Greece toward an exit from the euro and the world economy toward an unpredictable shock.

Dow Jones industrial average futures were up 61 points on Sunday night, suggesting the market could open higher Monday. But the analysts cautioned that any surge is likely to be brief. Asian stock markets rallied early Monday, and the euro rose to $1.2677 from $1.2637 late Friday in New York.

Neil MacKinnon, global macro strategist at the investment bank VTB Capital, told his clients that the election result, combined with a Federal Reserve meeting this week at which investors hope for measures to stimulate the U.S. economy, could lift stocks.

MacKinnon cautioned, however, that there are still too many problems in Europe, particularly in Spain, plus evidence that the global economy is cooling, to justify a celebration.

"I think investors should treat any sort of knee-jerk rally with caution," MacKinnon said in an interview.

Investors learned that lesson last week. On June 9, European countries agreed to lend Spain up to $125 billion to save its banks. That was a Saturday. On Monday, the Dow Jones industrial average opened up almost 100 points but closed down 142.

Borrowing costs for the Spanish government crept closer to 7 percent, the level beyond which economists say countries can no longer finance their debt, throughout the week. They also inched higher for Italy. Those countries have the fourth- and third-largest economies among the 17 countries that use the euro.

So when stock and bond markets open around the world on Monday, a Greek doomsday will have been avoided, but there will still be plenty for investors to fret about.

"How long is it going to take for people to worry about Spain again?" wondered Peter Schiff of the brokerage Euro Pacific Capital.

The next two weeks could prove critical if any grand solution to the crisis is to be achieved. The leaders of the world's 20 largest economies gather Monday in Los Cabos, Mexico, for a summit, with Europe sure to be a major point of discussion.

And on June 28 and 29, leaders of the 27 member countries of the European Union will hold perhaps the most important meeting since the body was created two decades ago.

"This crisis is not over," said John Silvia, chief economist at Wells Fargo. "The crisis will wax and wane for years. Maybe it will wane for the time being."

For that matter, the problems of Greece are far from solved.

The rest of Europe will "lean over backward" to support a coalition led by New Democracy, said Douglas Elliott, a fellow in economic studies at the Brookings Institution.

The Socialist party of French President Francois Hollande also swept that country's parliamentary election Sunday, another victory for European unity.

Polls have shown that Greeks overwhelmingly want to stay in the euro and avoid a return to Greece's old currency, the drachma, which would sink in value immediately against the euro. Greece relies heavily on imports, so costs would rise sharply and living standards sink further.

But Greeks remain outraged by the public spending cuts demanded by European neighbors, notably Germany, in exchange for a total of $300 billion in bailout loans. Greek unemployment is almost 22 percent.

Syriza, the anti-bailout party, signaled on Sunday that it wants no part of a coalition government. And while New Democracy and Pasok, another pro-bailout party, have enough seats to form one, it could disintegrate quickly.

Greek politics has become extreme and fractious, MacKinnon said, and it is not clear whether a new administration in Greece could implement the wishes of its lenders, the EU and the International Monetary Fund.

With most of the vote counted, official results showed New Democracy would win 30 percent of the vote and 130 of the 300 seats in Parliament. Syriza had 27 percent and 71 seats, and the pro-bailout PASOK party had 13 percent and 33 seats.

"Basically, all this does is keep the patient on life support, but doesn't resolve the basic problem," he said. "So whatever the reaction in the stock market in the next couple of days, I would say treat with caution."

One market strategist, Paul Christopher of Wells Fargo Advisors, said last week that a Syriza victory could have led to a 15 percent decline in the Standard & Poor's 500 index within weeks.

That is because no one is sure how bad a Greek exit from the euro would be. Greece would almost certainly default on its debt, triggering losses for European banks that own its government bonds.

The worst case envisions a worldwide lending freeze similar to what happened after the investment bank Lehman Brothers went under in September 2008, during the U.S. financial crisis.

That threat has been dodged at least for now. But another investment bank, RBC Capital Markets, warned its clients on Sunday afternoon that Europe still lacks a "grand solution" for its debt crisis, and that "domestic fixes will always disappoint."

Even if Europe finds an answer, investors have to contend with other big problems in the world economy. Job growth in the United States is slowing, and China's white-hot economic growth is cooling.

Central banks of countries around the world have signaled they are ready to step in if the international financial system comes under severe stress or if the world economy gets much worse.

That prospect was enough to trigger a 270-point rally in the Dow on Thursday and Friday. But the sentiment of stock analysts heading coming out of the weekend was still decidedly negative.

"I think investors can only end up being disappointed," MacKinnon said.
